According to ICRAF, in 2001 approximately 120 million hectares in Indonesia were designated as “forest areas”. Only 14 million hectares have been fully delineated and legally defined. The remaining approximately 100 million hectares do not yet have a legitimate legal status. These are the regions prone to forestry conflicts.
Forest Tenure Reform is needed to change the government's policy to the authorities of forest land areas to achieve certainty and tenurial justice.
Civil society organzations or CSOs initiated The roadmap for Land Tenure. CSOs saw the need for systematic efforts to resolve long-term conflicts. Together with government, the roadmap is just a tool to be sharpen and it will become the macro plan for completing forest tenure.
